Prime Minister’s Transparency and Accessibility Act

BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows: 1. SHORT TITLE This bill may be cited for all purposes as the “Prime Minister’s Transparency and Accessibility Act” 2. ENACTING ATLEAST ONE LIVE QUESTIONS DURING THE PMQs A. In accordance with the Government Transparency Act 2015, the Parliament must hold a specific time for PMQs B. At least once during a Parliament life the Woolsack shall designate a day and time, in Consultation with His Majesty's Government, where Parliament can be assembled together live for Prime Minister's Question. 3. REGULATIONS A. The means by which the live questions can be asked is by Zoom, Facebook Live, Skype, or any other means in which video conference can be held. 1) If the video conference media used can accommodate recording, the recording of the Session must be posted after the conclusion in the Parliament Group. B. Members may submit questions ahead of the date if they cannot attend the date and time noticed by the Woolsack. C. The Woolsack shall inform Parliament of the Date, Time and means of the Questioning Session a minimum of 72 hours ahead of time. D. The Parliamentary Standing Orders apply during live session E. Members are not required to appear on video, and may appear via chat, voice or comment. 1) If a chat or comment option is used the Woolsack shall read the comment to the Prime Minister so it can be recorded. F. “Action Minutes” must be included with the posting of the video recording (or in lieu of the recording if not Available) for the Members of Parliament to Read. 1. Action Minutes are commonly used across the world and include ONLY notes of the main topics, decisions, actions, and deadlines that are discussed in the meeting. They do not need to have everything that is said, but focus on the facts, outcomes, and next steps. 2. A recorder shall be appointed at each Live session and shall bear the responsibility of posting the minutes. 4. COMMENCEMENT This legislation and all the provisions therein shall come into force upon receiving the Royal Assent. THE MEANING OF CERTAIN TERMS EMPLOYED IN THIS ACT: 1. “The Woolsack” shall refer to the moderator of Parliament who shall ordinarily be the Lord Chancellor, but who may extraordinarily be a Member of Parliament designed to serve as a moderator pro tempore.
