SCONNISH TREASURY, TITLE OF OFFICER'S ACT 2022

AN ACT to amend the terminology of the Officer's of the Sconnish Treasury

BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:

1. SHORT TITLE This bill may be cited for all purposes as the “Sconnish Treasury, Title of Officer's Act 2022”

2. TO PROVIDE A DEFINITION OF THE SEPARATION AND CLEAR FUNCTION OF BOTH SENIOR TREASURY ROLES. This bill has the intention of complimenting, and providing a clearer understanding of the function of the roles within the Sconnish Treasury Department, by establishing altered titles for the two senior officer's of the Treasury Department. The two titles are drawn from common parlance deriving from ancient tradition within our preferred Parliamentary model.

3. FIRST LORD OF THE TREASURY. (This title is held exclusively by the "Prime Minister of Scone") This shall replace the title of "Secretary of the Treasury". This title draws a clearer distinction, between this role in the treasury, and that of the "Treasurer" and carries with it, the gravitas that this role requires. This title also denotes an exclusively political position.

4. GOVERNOR OF THE SCONNISH TREASURY. This shall replace the title of "Treasurer". This title underpins the semi independence of this role from a political position within government. By altering the official title, it provides more clarity on the function of the role. It means that the "The Governor of the Sconnish Treasury" is a functionary role within the Sconnish Government. It is a position that is still appointed by the Prime Minister. The "Governor" role is on a par with that of the most senior of "civil servants" rather than that of a Secretary of State, but as is already set out in the Treasury Act, it is a civil service role, responsible directly to Parliament rather than to Cabinet.

5. COMMENCEMENT This legislation and all the provisions therein shall come into force upon receiving Royal Assent.
