DISCORD SERVER REGULATION ACT 2019

An Act to provide for regulations regarding the use and access of the Kingdom of Scone Discord Server and for other purposes.

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:

I. SHORT TITLE

This Act may be cited for all purposes as the “Discord Server Regulation Act.”

II. ACCESS TO THE DISCORD SERVER

1. All citizens of the Kingdom of Scone shall be entitled to the use and access of the Kingdom of Scone Discord server unless that access has been restricted by a Sconnish Court or under the provisions of Section V.

2. Wards in Chancery of the Kingdom of Scone shall be entitled to use and access the Kingdom of Scone Discord server unless that access has been restricted by a Sconnish Court or under the provisions of Section V.

3. Non-citizens of the Kingdom of Scone may use and access the Kingdom of Scone Discord server unless restricted from doing so by the Sconnish Judiciary or under the provisions of Section V.

4. Nothing in this section shall prohibit the Discord administration team from limiting access to certain channels to any group of users on the Discord server. By default, the Hound & Quarry channel will be open to all except those who are restricted under Section V.

III. APPLICATION OF SCONNISH LAW ON THE DISCORD SERVER

1. All persons who shall use or access the Sconnish Discord server shall be subject to Sconnish law for any action or content made on that server.


2. As part of a sentence, a Court may impose a restriction, mute, or ban upon any person on the Kingdom Discord server.

IV. CREATING ADDITIONAL REGULATIONS FOR THE DISCORD SERVER

1. All users of the Sconnish Discord server shall treat all other members with respect at all times. In the event an individual continually engages in personal attacks after being warned by a member of the Discord administration team, that individual shall be subject to the provisions of Section V of this act.

2. No user of the Sconnish Discord server shall solicit users to join any non-Kingdom related organization or group without the express permission of the Sovereign or Prime Minister.

3. No user of the Sconnish Discord server shall engage in spamming. Spamming is defined as the continued and repeated repetition of speech, pictures, or website links in a way that is disruptive to the Discord server.

4. No user of the Sconnish Discord server shall post explicit content that is obscene, pornographic, or which is likely to be offensive to a reasonable person.

5. No user of the Sconnish Discord server shall impersonate another person by using their name or Discord information in order to deceive others about their true identity.

V. RESTRICTION OR BANS FROM THE DISCORD SERVER

1. Any non-citizen or Ward in Chancery who shall violate the provisions of Sections III or IV above may have their access to the Discord server removed in whole or in part at the discretion of the Discord administrative team.

2. Any citizen who shall violate the provisions of Section III or IV above may have their access restricted in part or be subject to a mute for a period of time not to exceed 1 month at the discretion of the admin team.

3. Any citizen who shall violate the provisions of Section III or IV above to the extent that the Discord administrative team believes that the individual warrants full removal from the Discord server or that the individual should be muted for more than 1 month, the Discord administrative team may ban or mute that individual from the Discord server with the concurrence of both the Prime Minister and the Home Secretary.


VI. JUDICIAL REVIEW

1. Any non-citizen or Ward in Chancery who has their access to the Discord server removed in whole or in part of the administrative team may appeal this action to the Sconnish Judiciary through a civil action. The burden shall be on the party appealing the action to show by clear and convincing evidence that the Discord administrative team’s decision to remove that individual was unreasonable.

2. Any citizen who shall have their access restricted in part or shall be muted for less than 1 month by the Discord administrative team may appeal this action to the Sconnish Judiciary through a civil action. The burden shall be on the party appealing the action to show by clear and convincing evidence that the Discord administrative team’s restriction or mute was unreasonable.

3. Any citizen who shall be fully removed from the Discord server or be subject to a mute for greater than 1 month by the Discord administrative team may appeal this action to the Sconnish Judiciary through a civil action. The burden shall be on the Discord administrative team to show by clear and convincing evidence that their ban or mute was reasonable.

VII. COMPOSITION OF THE DISCORD ADMINISTRATIVE TEAM

1. The Discord Administrative team shall consist of the Sovereign, Prime Minister, and Home Secretary. The Prime Minister may, at his discretion, add additional administrators to the team.

2. Ownership of the Kingdom of Scone Discord server shall be by the Sovereign or Prime Minister. In the event that the server owner shall cease holding one of these titles, they shall transfer ownership of the Discord server within 3 business days to the Sovereign or Prime Minister, unless the Sovereign and Prime Minister consent to that individual continuing to own the Discord server, subject to the Sovereign’s pleasure.

VIII. COMMENCEMENT

This legislation and all the provisions therein shall come into force upon receiving the Royal Assent.
