AN ACT to Regulate the Diplomatic Intercourse of the Sconnish Crown with the Crowns of Other Realms.
BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:
SHORT TITLE:
This Act may be cited for all purposes as “The Diplomatic Intercourse Act 2015.”
1. THE NON-NATIONAL CHARACTER OF THE KINGDOM OF SCONE
It is understood and acknowledged that the Kingdom of Scone is and has ever been defined as a kingdom, but not as a nation. The Kingdom of Scone has not made nor will make any pretense of nationhood now or in the future.
2. THE INHERENT INCAPACITY OF THE KINGDOM OF SCONE TO FORMALLY RECOGNIZE NATIONS
As it is established and understood that the Kingdom of Scone lacks in every wise the character or the attributes of nationhood, the Crown is inherently incapable, therefore, of recognizing in any formal or diplomatic sense the quality of nationhood in any other community.
3. TREATIES ACKNOWLEDGING NATIONHOOD
Neither His Majesty’s Government nor any minister thereof shall be the signatory to any treaty or other instrument by which the Sconnish Crown is said to formally recognize or otherwise acknowledge the nationhood of another community. Any such treaty or instrument is by this Act made null and void in toto.
4. THE FORMAL RECOGNITION OF OTHER CROWNS AND ROYAL HOUSES
The Sconnish Crown is capable of recognizing foreign crowns, monarchs, and royal houses, as such, and is therefore at liberty to enjoy formal, even diplomatic intercourse with them, and to formally or informally acknowledge them as such by any and all reasonable means including but not limited to the dispatch or reception of ministers or other envoys; the awarding or acceptance of honours and decorations; and the hosting of or participation at state receptions.
5. THE ROLE OF HIS MAJESTY’S GOVERNMENT
It shall be the prerogative of His Majesty the King, on the advice of His Majesty’s Government, to determine the appropriateness and feasibility of establishing a formal relationship with a foreign Crown and to what extent such a relationship shall be established and/or maintained.
6. INTERCOURSE WITH THE OFFICIALS OF FOREIGN GOVERNMENTS
Insofar as the formal intercourse of the Sconnish Crown or of any official of His Majesty’s Government with the minister, elected official, or other the officer of any kind of a foreign government or power really or implicitly recognizes the authority or sovereignty of a nation, as such, the same is strictly prohibited.
7. INFORMAL INTERCOURSE WITH THE OFFICIALS OF FOREIGN GOVERNMENTS
In no wise shall the restrictions of this Act be construed or interpreted in such wise as to prohibit the informal intercourse of the Sconnish Crown or of any minister of His Majesty’s Government with the minister, elected official, or other the officer of any kind of a foreign government or power.
8. THE CLARIFICATION OF TERMS
Certain terms used in this Act are clarified in the Schedule hereto attached.
9. COMMENCEMENT: This Act and all the provisions therein shall come into force upon receiving the Royal Assent.
SCHEDULE:
THE MEANING OF CERTAIN TERMS EMPLOYED IN THIS ACT
1. By “nation” is meant any community of any size, including any community describing itself as a “micro-nation,” which formally and publicly claims for itself, its territorial possessions (or claimed territorial possessions), or its people the quality, state, or degree of nationhood.
2. By “kingdom” is meant a community of persons, whether possessed or dispossessed of sovereign territory, whether with or without claim to sovereign territory, which is governed by (or in the name of) and which corporately gives its allegiance to a king or a regnant queen.
3. By “Crown” is meant the institution of the monarchy in its sovereignty over its realm, including the monarch, personally, and all the officers, ministers, parliaments, and other constitutional components thereof.
4. By “foreign” is meant any person or entity not constituent of the Sconnish Crown or of the Kingdom of Scone, including any Sconnish subject acting in the capacity of an agent of an entity external to the Sconnish Crown, state, and kingdom.
